West Virginia native born in Charleston, in 1957, but, raised in North Carolina, Tom "married" into The Eastern Panhandle of WV, by marrying Diana Murphy, of Hedgesville, in 1981, at IBC. The two met at Liberty University, where Tom graduated with a degree in Religion/Missions,and Diana in Psychology.

After working as Customer Service Manager for an airline in Charlottesville, VA, and in the Mission Department at Liberty, the Turleys moved to Brazil, South America in 1986, where they served as missionaries with Global Outreach Mission for twenty-five years. In 2013 the Turley family returned to the USA, and Tom became the Executive Pastor of IBC in 2017.

Tom and Diana have been involved in church planting, camping ministries, evangelism, family seminars with Walk Thru the Bible Brazil(Caminhada Brasil), and helped launch Purpose Driven Ministries Brazil (Ministerio Propositos Brasil). They have ministered in over forty countries on five continents, and enjoy leading short-term mission trips back to their adopted home, Brazil.

Tom and Diana have a son, Joshua, who grew up in the Amazon jungle, near Manaus, Brazil. He is married to Jessica, and they have six children. They also have a daughter, Charity, who grew up in a "concrete jungle" near the fifth largest city in the world, Sao Paulo.
